Sealed bids for the following four contracts for the Police Substation will be received online via the PennBid Program (www.PennBid.net), until 3:00 PM, prevailing time, on Thursday March 29, 2018. Bids will be opened on PennBid’s web site. Following the evaluation of the bids, an abstract of the amounts of the base bids and major alternates will be made available on PennBid’s website.

Work includes all material, labor, transportation and equipment necessary for the construction of a modular 1,605 square foot, single story police substation, including transportation to the site, erecting on site, completion of the facility on site and all site related construction.
A portion of each contract will be performed off-site; at the modular structure factory. Each bid for each contract shall include work to be performed at the project site in addition to work to be performed off-site at the modular structure factory.

All questions about the meaning or intent of the Bidding Documents are to be submitted in writing via the PennBid program. Telephone and email inquiries will not be accepted. SGS Architects Engineers, Inc.’ One Tyler Court, Carlisle, PA 17015 is responsible for managing this project on behalf of the City.
All bids shall be in accordance with the instructions and specifications set forth in the bidding documents and must be submitted on the forms provided. The bids must be submitted on line via the PennBid program.
A satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the Bid shall be submitted with each Bid.
The successful Bidder will be required to provide a Performance Bond and Payment Bond by an acceptable surety for 100% of the contract amount on the forms provided in the Contract Documents.
This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contracts, including but not limited to TitleVI of the Civil Rights Act of 1964, the Davis Bacon Act, the Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act.
The City affirmatively insures that DBE will be afforded full opportunity to submit bids in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. Aspirational goals shall be 25% MBE and 5% WBE.
This project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (the “Act”) which requires all public work contractors and subcontractors to utilize the Federal government E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification form as a precondition for the Contract Award.
With respect to the contract, The City of Harrisburg shall award the contract to the lowest responsible bidder or shall reject all bids within sixty (60) days following the bid opening and no bidder may withdraw his bid before the expiration of such sixty (60) day period; provided however, that if the award of the contract is delayed by required approval of another governmental agency or financing, the City shall reject all bids or award the contract to the lowest responsible bidder within one hundred twenty (120) days of the date of the bid opening and no bidder may withdraw his bid before the expiration of such on hundred twenty (120) day period. Thirty (30) day extensions of the date for the award of the contracts may be made by the mutual written consent of The City of Harrisburg and the lowest responsible bidder(s).
City Council reserves the right in its discretion to reject any or all bids or parts thereof and to waive any irregularities, informalities, defects, errors or omissions, to accept any bid or combination of bids that are deemed to be in the best interest of the City, subject to the requirements of the law.
