How can I request a handicap parking spot?
Applications are available at the Parking Enforcement office, located at 123 Walnut St, 2nd Floor. You can also fill out the application online at:

Where will it be installed? Why?
Handicap parking spots are typically installed at the corner of the block. We are following the Public Right of Way Access Guidelines from the United States Access Board. It states that a perpendicular aisle is to be at the rear or front of the vehicle connecting to the pedestrian access route.
REFERENCE: X02.6.1.4 Parallel parking spaces. Where accessible parallel parking is provided, a parallel access aisle at least 60 inches (1525 mm) wide shall be provided at street level the full length of the accessible parking space. The parallel access aisle shall connect at the head or foot of the parking space to a 60-inch wide minimum perpendicular access aisle that shall extend the full width of the parking space. Two parallel parking spaces may share a perpendicular access aisle. The vehicular travel lane shall not encroach on any required access aisle. The area between any curb and the pedestrian access route shall comply with Section X02.1.5 in order to allow the deployment of a side lift from a wheelchair accessible space and shall be connected to the pedestrian access route.

Why can’t I get a handicap parking spot in front of my house?
CITY ORDINANCE: Ordinance # 3-141
“The issuance of a residential disabled parking permit does not guarantee the installation of a sign in front of the permit holder's residence, nor does the issuance of a permit guarantee or reserve to the permit holder any particular reserved disabled parking space.”
Why is the parking space so long?
We must provide a 5-foot space to the rear or front of the parking space for accessibility to comply with the PROWAG report

Why is someone else able to park in that spot?
This is an accessible space for anyone with a handicap permit.
The city has issued an ordinance: Ordinance # 3-141

How long does the approval and installation process take?
Decisions are on a rolling basis, depending on the number of applications received, staffing, weather/season, and other factors
How will I find out if my application has been approved?
The decision and related information will be mailed out to the applicant.

Are existing parking signs that are not on the corner of the block being removed?
Installation of new ADA signs are currently governed by PROWAG. Existing non-conforming signs will not be removed, unless they have expired.
I am not satisfied with the decision regarding the issuance or revocation of a permit or the installation, relocation or removal of a reserved disabled parking sign.
